I'm a corrections officer and learned that 13 can mean Mexican Mafia because the letter M in Spanish is "eme" which is the 13th letter in the English alphabet, also I know that the security threat group (gang) 'Surenos' use thirteen but usually, on a hand for example, there will be 1 dot and on the other hand three dots representing 1 and 3 or they might have Roman Numerals again one side I and the other XIII sometimes they have a clock (representing time in prison) often with the hands pointed at the 1 and 3.
